Can a landlord charge a security deposit in michigan if they dont paint or clean heavily stained carpets?

We are looking to move into a beautiful country home here soon but theres one problem i am getting nervous about the house has heavily stained carpeting in every room. I heard from someone that it is required by law that a landlord paint and clean carpets upon a new tenant moving in. The people that currently own the home have not attempted to clean and want to charge a $950.00 deposit upon move in. Is this legal?
